HPEW is an acquisition/rehabilitation of 1950s public housing. The modernization of 213 units provides new kitchens, bathrooms, in-unit laundry, new windows and materials throughout to enhance indoor air quality and energy savings, and free onsite wi-fi. New community spaces include two community facilities, management and services offices, a food pantry, picnic areas, a renovated playground and one brand new playground which formerly was a field, and all new trash facilities. Accessibility upgrades were provided to ensure a more inclusive community.

With the help of the Warriors basketball team, the existing basketball court was refreshed as well.
